Confusion at Parliarment: Joe Wise is Our biggest Problem- Bia East MP

The confusion that has characterized the parliament in recent times over the approval and of the 2022 budget should be blamed on the First Deputy Speaker Joseph Osei Owusu otherwise known as Joe Wise.

Member of Parliament (MP) for Bia East Richard Acheampong believes the lawmaker for Bekwai who sat in for Alban Sumana Kingsford Bagbin said to be on sick leave in the United Arab Emirates (UAE) failed to carry the house together.

He wondered why Hon Joseph Osei Owusu enjoyed other privileges as Speaker in the absence of Bagbin but tried to dodge responsibility for his actions in the issue that are laced with controversy.

“Once you are chosen to preside over a meeting, you automatically become the speaker. You enjoy some immunity and responsibilities…you also enjoy privileges just like the speaker. Take me for example, if the speaker and his deputies are not around and I am chosen to preside over a meeting, at that moment you cannot refer to me as Hon Richard Acheampong. You address me as Mr. Speaker. If I enter the chamber as an ordinary lawmaker I walk in alone but if I preside over proceedings there must be a procession to lead me. If there is a decision to be made what I say is final. If there is a disagreement it must come through a substantive motion”, he revealed on Accra-based Okay Fm monitored by MyNewsGh.com.

The MP wondered why Hon Joseph Osei Owusu will want to enjoy all benefits but when his conduct is brought to question he claims he is not the speaker.

“You cannot choose and pick because your actions must be in tandem with the speaker since you are enjoying his privileges while he is away. It is wrong to claim he is not the speaker and is considered the biggest problem of parliament”, he stressed.
